West Highland Terrier won't potty train.?

My husband and I bought a West Highland Terrier last year, and she is now a little over 1 year old. When we first got her, she was only 6 weeks old. She peed in the house about 5 times a day no matter how many times you took her out. This trend has continued for almost a year now. We spent so much time training her, but NOTHING has worked!! She has a habit of looking guilty, i.e. going to her kennel, putting her ears back and taking you to the spot where she peed of pooped on the floor. We always discipline her. We rub her nose in it, swat her on the , make her sleep or spend most of the day in the kennel and tell her she needs to potty outside. We are at our wits end, besides this, she is a perfect dog, gentle, sweet and loving. I am ready to sell or give her to a good home. Anyone know what to do? I don't want to have to get rid of my best friend
