Why do smugglers get such long sentences for taking drugs OUT of the country?

Instead of for smuggling drugs INTO a country? Especially if it is the main product of that country? On Banged Up Abroad program they always get caught at the Airport they depart from, not at the airport of the country they are smuggling the drugs into! Do these countries want to keep the drugs in their country? Why?
