Cant get into control panel due to virus/spyware/ some jack created bullshit?

yeah basically I cant get into my control panel and I heard it might be the "smite" virus or somthing like that idk. but I do have super anti spyware, done full scans and its detects all of the crap then removes it. also I have norton and spyware remover. It keeps sayign privalages denied in the "add remove" section of my pc. please help. I guarantee some1 knows more then me out there
