Someone who knows about hep b testing?

If someone has a negative core antibody and a negative antigen then what does the surface antibody tell you from these results? If its positive does that mean there vaccinated b/c they had a neg core? Or if it's neg does that mean the person doens't have it and has never been vaccinated? Is this right?
